PACO provided on-call estimating services for several infrastructure improvement projects as part of the LaGuardia Modernization Program. The linchpin of the project was the modernization of the concourses of the Central Terminal Building (CTB). Other major needs were addressed, including: RON deficiencies, public and employee parking deficiencies, replacement facilities for those impacted by the CTB modernization, inefficiencies caused by lack of a hydrant fuel system, and the need to not preclude future transit access to LaGuardia Airport.
Project Overview. The CTB Enhancements were only one phase of the LaGuardia Modernization Program. Other initiatives included: consolidation of related airport support functions, on-airport roadway improvements, land use studies, aeronautical taxiway improvements to the Marine Air Terminal. These projects improved the efficiency of operations and enhanced the level of services for customers and tenants. However, because of LGA’s limited size, and the interdependencies among many of the landside and airside facilities, the implementation of projects had a “ripple effect” throughout the airport. Finding suitable locations for LGA’s facilities both from an airside and landside perspectives was critical to the success of the airport’s capital plan and the Modernization program.
