Frank Otero

Chairman & CEO

Mr. Frank Otero, the Chairman & Chief Executive Officer of PACO Group, Inc., national provider of program management and construction management services. Mr. Otero's accomplishments include appointment to the Board of Directors representing the Business Member Board of Governors of the American Public Transportation Association (APTA), a national and international trade organization whose mission is to advocate, strengthen and improve public transportation; and appointment to the Board of Directors of the National Transit Cooperative Research Program, an organization responsible for authorizing and overseeing over $10 million annually in transportation research grants. Mr. Otero is also President & CEO of PACO Technologies, Inc. and independent firm specializing in configuration management solutions for the transportation industry.

Luis Lugo, Jr.

President & Chief Operating Officer

Mr. Lugo is President and Chief Operating Officer, with over 30 years of experience in project management and operations & maintenance in both the military and the private sector. Luis is responsible for the day-to-day operations, business development and marketing functions. Luis is a graduate of State University of New York, Albany where he earned his BA and from the University of Phoenix, AZ where he earned an MA. He is an active member of APTA, CMAA, TDC, The NY Building Congress and COMTO; working on subcommittee initiatives and other activities.

Huiqin An

Senior Vice President & Chief Financial Officer

Ms. An has been with PACO since 1998 and is responsible for managing all financial operations, contract management, and financial strategic planning for the organization, and serves as strategic adviser to the President/CEO. Prior to joining PACO, she was a Professor of international business for 10 years in the University of International Business and Economics. Ms. An holds an MBA in Finance and Accounting from Montclair State University and BS in Economics from the University of International Business and Economics.

Carlos Sanchez, PE

Vice President, Technical Services

Mr. Sanchez joined PACO in 1999, and is responsible for the management and oversight of the Technical Services Division of PACO Group. Prior to joining PACO Mr. Sanchez applied his technical expertise at several leading A/E firms in the New York Metropolitan area. Carlos is a licensed Professional Engineer in the State of New York, and holds a BS in Civil Engineering from Central East University, San Pedro Macoris, Dominican Republic.
