PACO, as prime consultant to the Triangle Transit Authority (TTA), provided project control services for its 35 mile rail transit project including, park-and-ride facilities in the cities of Raleigh and Apex, North Carolina. PACO served as an extension of TTA staff and provided expertise in the areas of cost estimating, budget analysis, cost control, risk assessment, status reporting and scheduling.
Project Overview. The project involved the development of a regional rail transit system supported by shuttle and local bus service. This service, operational in 2007, uses self-propelled, bi-directional, diesel rail-cars on the existing railroad right-of-way to connect Durham, Research Triangle Park, Raleigh and North Raleigh. This service is expected to carry 28,000 daily riders by 2025. Other elements of the program included enhancing and expanding regional bus service, adding express service to existing routes, and new services in the smaller communities of the region. Additionally, shuttle or feeder-bus systems were planned to connect to future rail stations. Existing bus lines were also rerouted to serve the new stations.
