PACO as part of a tri-venture known as THE Partnership, is currently providing preliminary and final engineering support for the design of the Trans-Hudson Express Tunnel, a $7.2 billion project that is expected to more than double New Jersey Transit's commuter rail capacity between New Jersey and New York by 2016.

Project Overview. THE tunnel project will feature a new two-cavern, eight-track passenger station 120 feet below 34th Street in Manhattan between 6th and 8th Avenues, adjacent and connecting to the existing Pennsylvania station; two new bored tunnels under the Hudson River between New York and New New Jersey, and bored sequential excavation tunnels in Manhattan; track expansions, connections and train storage facilities in the Meadowlands located in East Rutherford, New Jersey.
