PACO Group, Inc. (PACO) provided program management support to the World Trade Department in the planning and development of the project proposal for an originally planned $300 million World Trade Center Public Space Master Plan. The World Trade Department later determined that the work would be performed on a contract-by-contract basis, rather than in one master plan. The major project ideas, listed below, were carried forward:

» Redesign Public Space to maintain this “Class A 12 million sq ft Complex”
