Frank Otero, President & CEO

Frank Otero is the founder, President, and CEO of PACO Group, Inc. Since establishing the firm in 1989, Frank has provided the leadership and strategic vision that has guided PACO’s growth and success in the highly competitive construction industry for over 35 years.

Frank has long been an advocate for equity and inclusion, with a strong commitment to advancing opportunities for minority and women-owned businesses. He has played an active role in addressing issues impacting the minority business community, consistently championing fairness and diversity within the industry.

He is a former Business Member Board Director of the American Public Transportation Association (APTA), where he led the creation of the Business Members Minority Business Committee. Frank also served a six-year term on the Board of Directors of the National Transit Cooperative Research Board (TRB). He is a Fellow at Rutgers University and Pontifical Javeriana University (Colombia S.A.) and has lectured at Columbia University. Frank holds a Bachelor of Science degree and has authored multiple white papers and professional presentations.

Huiqin An, Executive Vice President & CFO

Ann Huiqin serves as the Executive Vice President and Chief Financial Officer of PACO Group, Inc., a role she has held since 1998. With over two decades of leadership experience, Ann is responsible for overseeing all financial operations of the company and plays a vital role in shaping strategic decisions in collaboration with the CEO. Her responsibilities include managing cash flow, contract administration, budgeting, and long-term financial planning. Ann consistently aligns financial strategies with organizational objectives, ensuring PACO Group’s financial stability and growth. She also monitors performance against annual financial targets, providing key insights that support the company’s sustained success. As a core member of the leadership team, Ann’s vision and expertise continue to drive PACO Group’s progress in a competitive industry.
Before joining PACO Group, Ann was a Professor of International Business at the University of International Business and Economics. She holds an MBA in Finance and Accounting from Montclair State University and a BS in Economics from the University of International Business and Economics.

Fred Redd, CHIEF DEVELOPMENT OFFICER & VICE PRESIDENT

Fredrick Redd serves as Chief Business Development Officer & VP Technical Services at PACO Group, having previously held leadership roles as VP of Operations, and VP of Consulting Services. With more than 20 years of executive experience in infrastructure, transportation, and construction, he brings proven expertise in business development, operations, corporate strategy, and large-scale program, project and construction management. Fredrick has successfully built enterprise PMOs, directed multi-billion-dollar capital programs, and scaled organizations through visionary planning and disciplined execution. His leadership has been recognized with multiple honors, including the Port Authority “Trailblazer Award” for establishing its first PMO, the “Trendsetters to Watch Award” and becoming a Forbes Council Member. Before joining PACO, Fredrick held senior positions as Principal with North Highland, General Manager of REDCOM Design-Build, PMO Director for the Port Authority, as well as founder and CEO of two consulting firms. He has taught at three major universities and holds an engineering degree from the University of Texas, and an MBA from RIT. He also holds three PMI certifications in project management, risk and scheduling.

Ina Arqimandriti, VP of Finance & HR

Ina serves as Vice President of Finance & Human Resources, bringing over 10 years of experience in financial management, contract management, and Human Resources leadership. She partners closely with the CFO on financial reporting, forecasting,  corporate and agency audits, cost proposals and the strategic management of the organization’s accounting systems.

In her contract management role, Ina ensures accurate billing, effective budget tracking, and full compliance with contractual requirements, helping maintain financial integrity across projects and client engagements.

As Vice President of Human Resources, Ina leads all HR functions, including talent acquisition, onboarding, employee relations, benefits administration, and compliance with employment laws and company policies. She is dedicated to implementing HR best practices that foster an engaged, high-performing workforce and a positive workplace culture.

Recognized for her proactive leadership, cross-functional expertise and sharp attention to detail, Ina collaborates with project management, marketing, and leadership teams to provide strategic insights that strengthen organizational performance and support the company’s continued growth.

Ina holds a BBA in Finance, a Master of Science in Accountancy and SHRM-CP Certification.
