The Colombian Ministry of Transport initiated a program to improve oversight, accountability, and control of transportation infrastructure projects following significant cost overruns and schedule delays affecting public confidence. The initiative focused on implementing a Configuration Management System for project change control based on Project Management Institute and ISO 10007 quality management principles. The effort included evaluation and re-engineering of existing project management processes, baseline management, cost and change management procedures, document management workflows, and organizational responsibilities to improve efficiency and strengthen management controls. A pilot implementation was conducted with Colombia’s National Institute of Roads (INVIAS) for the Manizales to Marquita Preliminary Design and Alternative Study Project, including stakeholder coordination, workflow analysis, and process optimization initiatives.
