As a result of the damage caused by Hurricane Irene and an additional “No Name Storm,” the Federal Emergency Management Agency (FEMA) identified over 3,000 infrastructure repair and mitigation projects in Miami-Dade County. The County’s Department of Environmental Resources Management (DERM) created the Division of Recovery and Mitigation (DORM) to oversee the implementation of this program. DORM provides direction, management, and oversight of the design and construction program funded by FEMA and the State of Florida. This program was targeted at repairing infrastructure damage and implementing hazard mitigation projects to reduce flooding and other related property damage in the future. Deloitte Financial Advisory Services was retained by the Miami-Dade County Department of Environmental Resources, Division of Recovery and Mitigation, to perform a management evaluation and progress review
of design and construction projects funded by FEMA. The scope of the engagement was focused on the review of existing management controls, policies, procedures, and specific project reviews.

PACOTech, as a subconsultant to Deloitte Touche, was awarded a contract to review and make recommendations on existing project management procedures, tracking methods, and program controls; and to conduct a financial progress review and make recommendations to ensure that proper project documentation would be available for FEMA closeout.
