The New York Rising Community Reconstruction (NYRCR) Program supports communities in developing long-term recovery and resiliency strategies following major storm events. Through Community Redevelopment Zone (CRZ) planning grants, PACO assisted local planning committees in creating comprehensive Action Plans that incorporated public engagement, risk and asset assessments, economic and housing analyses, and investment strategies. The resulting CRZ Plans provide a roadmap for sustainable redevelopment, resilience, and economic recovery while aligning with New York State program goals.
