Provided preliminary and final engineering support for the TransHudson Express (THE) Access to the Region’s Core (ARC) Tunnel project, a proposed $7.2 billion rail infrastructure program intended to double New Jersey Transit and Amtrak rail capacity between New Jersey and New York through the construction of new Hudson River tunnels, a deep-cavern eight-track station beneath 34th Street in Manhattan connected to Penn Station, and associated track expansions and train storage facilities in the Meadowlands. The project involved complex underground tunneling and rail systems integration before being cancelled in 2010.
