PACO, as a sub-consultant to HNTB, provided value engineering and cost estimation services on the Baltimore & Potomac Tunnel Replacement project. 

The 144-year-old, two-track Baltimore & Potomac (B&P) Tunnel is located between the West Baltimore MARC Station and Penn Station in Baltimore, Maryland. The tunnel is owned by Amtrak and used by Maryland Area Regional Commuter (MARC) trains and Norfolk Southern Railway freight trains.

The tunnel was in deteriorated condition, creating a low-speed bottleneck and will require construction of four (4) single track tunnels to maintain current and projected Amtrak Northeast Corridor Service between Boston, MA and Washington, DC and MARC service between Baltimore and Washington.
