The Lower Manhattan Access Alternatives Study evaluated short- and long-term transportation improvements intended to enhance regional access to Lower Manhattan through a comprehensive and coordinated planning effort. The study analyzed multiple transportation alternatives, including transportation system management strategies, shuttle services, new subway connections, expanded commuter rail services, and other multimodal solutions, while integrating findings from concurrent regional transportation studies and extensive public and agency stakeholder engagement to identify a cost-effective and publicly supported investment strategy.
