Program & Construction Management
Project Management & Controls
Another trend is the adoption of cloud-based project management platforms, which provide a centralized hub for collaboration, document sharing, and communication among project teams. This streamlines project workflows, improves transparency, and enhances overall project efficiency. Furthermore, the use of mobile applications in project controls enables real-time data collection, progress tracking, and communication on the go. These innovative trends in project controls are enabling teams to deliver projects more effectively, and achieve better outcomes.
Our teams work closely with owners, architects, engineers, and other construction consultants to provide seamless integration between all stages from concept or pre-construction to project closeout, PACO consultants provide proactive problem-solving solutions for any construction program. By assigning individuals with specialized project-specific knowledge, PACO serves as an integral part of each project team, working hard to ensure the projects come in on time and within budget. Applying this philosophy PACO strives to serve as a strong partner to our clients to help them achieve their project goals while managing risks along the way. PACO’s experienced and knowledgeable personnel provide a full range of services including:
- Project Controls
- CPM Scheduling
- Cost Estimating
- Cost Management/Control
- Document/Records Management
Project RISK Management
The overall Risk Management Framework involves six (6) primary processes that includes; 1) Risk Management Planning, 2) Risk Identification, 3) Risk Analysis, 4) Plan Risk Responses, 5) Implement Risk Response, 6) Monitor & Control Risks.
One prominent trend in project risk management is the increasing use of data analytics and artificial intelligence (AI) in risk identification and analysis. PACO leverages advanced algorithms and machine learning techniques, to assist project manager identify potential risks more accurately and proactively. Additionally, we integrate cloud-based project management platforms that enables and significantly enhances collaboration and communication among team members, allowing for better risk assessment and response planning. Furthermore, with the adoption of agile methodologies, such as Scrum and Kanban, which have revolutionized project risk management by promoting iterative and adaptive approaches that enable faster identification and mitigation of risks. These innovative trends not only improve the effectiveness of project risk management but also foster a proactive and forward-thinking culture within the project team.
Configuration Management
This is particularly true when it involves a large-‐scale, multi-‐contract, multi-‐phased complex project. As a matter of fact, research shows that most projects, whether public or private, domestic or international, experience schedule slippage and cost overruns due to changes.
The integration of PACO’s Configuration Management methodology, into the project management process, during the planning, design, construction and even the operation and maintenance phases of a complex project will, if implemented correctly, will mitigate the impact that changes will have on project’s schedule and cost performance.
PACO’s Configuration Management methodology consists of a discipline of systematically defining the various baselines, contract deliverables and capturing and storing all project documents, records, written communications, and decisions and their respective relationships with one another as tied to a particular project from initiation through completion, for the purpose of facilitating project progression, accumulating a complete unbiased project history, and providing a means for reexamining all baseline changes, schedule impacts, and cost changes throughout the project lifecycle.
Our Configuration Management methodology can be expressed as five distinct core processes: Baseline Management; Risk Management, Change Management, Cost Management, and Document Management. In practice each of these processes is dependent upon (and linked to) the remaining four.

Construction Inspections
Because we conduct inspections at various stages of constructions, our inspectors first review construction plans and specifications to thoroughly understand project requirements to ensure compliance with approved plans, specifications, and applicable codes and regulations. This requires that all of our inspectors stay updated with the latest construction codes, regulations, and industry best practices.
We verify the quality and proper installation of structural components, electrical systems, mechanical and plumbing systems, fire safety measures, as well as the installation and quality of finishes. We also inspect construction site itself to ensure adherence to safety standards and proper implementation of safety measures.
PACO inspectors document inspection findings and prepare detailed reports including preparing daily work reports with site photos, videos or sketches, control inspection reports, daily material records as needed to maintain accurate records of inspections conducted. The inspection results are communicated with recommendations to project managers, contractors, and other stakeholders to collaboratively resolve any construction-related issue and ensure compliance.
Our inspectors have national and local certifications issued by International Code Council, National Institute of for Certification in Engineering Technologies, NYYDOB Special Inspections, Concrete Testing, American Welding Society, FDNY, American Concrete Institute among others.
