The Dearborn Congress Kennedy Block 37 project focuses on comprehensive upgrades to the train control and traction power systems along the CTA Blue Line, spanning from the Forest Park terminal to Jefferson Park on the O’Hare/Kennedy line. The work includes the design, fabrication, and installation of modern train control and communication systems, as well as significant modifications to traction power distribution and negative return bonding within the Dearborn and State subways. In addition, the project encompasses multidisciplinary improvements—including architectural, civil, structural, mechanical, HVAC, electrical, and interior furnishings—across all affected facilities.

A key component of the project is the replacement of approximately 20 miles of outdated train control systems with a modern, bidirectional cab signal system that integrates seamlessly with the broader rail network. The upgrades also include new interlockings and systems to connect the Dearborn and State subways, supporting future expansion through new tunnels and a station being delivered under separate contracts. Overall, the project is designed to enhance system reliability, safety, and operational efficiency across a critical segment of Chicago’s transit infrastructure.
