The Long Island Railroad (LIRR) High Density Signal System Control Program modeling contract was undertaken to evaluate and demonstrate the feasibility of increasing train throughput in the four East River Tunnels connecting Queens to Penn Station. The project focused on assessing the potential of “High Density Signaling” to support the future operational demands of LIRR, Amtrak, and New Jersey Transit. Using Rail Traffic Controller (RTC) software, the team developed a baseline simulation model based on a 10-day sample of weekday operations to accurately replicate existing service patterns and infrastructure constraints at Penn Station and within the East River Tunnels.
Once the baseline model was validated and calibrated to reflect real world conditions, alternative high-density “cab no wayside” signaling scenarios were simulated to evaluate potential capacity improvements. The analysis resulted in the identification of three viable alternatives for further consideration, each supported by predictive throughput analysis, conceptual cost estimates, implementation considerations, and projected schedules. These alternatives were presented to LIRR and Amtrak leadership, enabling selection of the preferred option to advance into final design and support long-term capacity enhancements in this critical rail corridor.
