The 148th Street Yard resiliency project was initiated following damage sustained during Superstorm Sandy, when floodwaters from the Harlem River entered the yard through gaps in unfinished seawall construction. Although the recently reconstructed seawall was built to provide Category 1 storm protection, water levels during the storm rose to just below the crest of the new walls, allowing flooding that damaged power cables, hand switches, and duct banks within the yard.

To strengthen long-term resilience, the project upgrades the facility to meet Category 2 storm protection standards. Improvements include raising the recently completed floodwalls, extending flood protection around the yard perimeter, and installing a protective barrier at the tunnel portal to prevent future flood intrusion. These measures are designed to safeguard critical rail infrastructure and maintain operational reliability during severe storm events.
