PACO Group, Inc. (PACO) developed the methodology, processes, and procedures for managing the project’s technical baselines and for integrating using ccsNet® into the overall project management process. The Hampton Roads Transit (HRT) Norfolk Light Rail Transit System, known as “The Tide,” is a 7.4-mile light rail line serving Norfolk, Virginia. The system begins at a western terminus near the Eastern Virginia Medical Center and travels east on a dedicated right of-way through downtown Norfolk to Norfolk State University.

Project components include a light rail transit system composed of nine low-floor, 85-foot light rail vehicles and an exclusive double track guideway that generally follows the Norfolk Southern Railroad right-of-way. The project includes 11 stations, six of which provide bus drop-off areas and four of which include park-and-ride facilities. Stations are primarily at-grade, constructed as one-car, 90-foot platforms, and are designed to accommodate future expansion to three-car platforms. The project also includes a Vehicle Storage and Maintenance Facility (VSMF) located south of the LRT alignment between Norfolk State University and Interstate 264 to support system operations and maintenance.
