Parsons provided Resident Engineering Inspection (REI) services for rehabilitation and maintenance work on the Williamsburg Bridge, a critical East River crossing connecting Manhattan and Brooklyn in New York City. The project involved overseeing structural repairs, roadway and pedestrian improvements, and preservation of key bridge components to ensure long-term safety, functionality, and compliance with NYC Department of Transportation standards. The prime contractor for the project was Skanska.
REI responsibilities included daily field inspection, contractor oversight, quality assurance, safety compliance monitoring, and coordination among stakeholders. All construction activities were monitored to meet design specifications, regulatory requirements, and project schedules while minimizing disruption to vehicular, transit, bicycle, and pedestrian traffic on this heavily utilized transportation corridor. As subcontractor PACO provided Deputy Resident Engineering services and Parsons provided Independent Cost Estimates, analyzed claims and served as a change order negotiator, working closely with the contractor and client to evaluate cost impacts, resolve disputes, and ensure fair and timely agreement on contract modifications.
